This is my reply to Assemblyman Gallagher. First thank you for acknowledging the problem. The lack of effective representation has disenfranchised millions of people in north California.
However the plan outlined in the video will make matters far worse. What will happen is that the 5 Senators will flock to the urban areas for the votes and money located there. The rural areas will loose what little representation they now have.

A better idea, that also happens to be legal, which we hope to implement in our New State is to have a unicameral legislature where we have a steering committee with a member for each county. These steering committee members will be selected by their respective county boards of supervisors. All proposed legislation will need approved by the steering committee before it goes to a general vote in the assembly. This will effectively restore the Senate representation we lost in 1964 with Reynolds vs. Simms.

WHAT DO YOU THINK?: California consists of distinct regions with diverse interests, cultures, and industries. However, according to Assemblyman James Gallagher, the current system of representation does not allow many of these regions to be heard on important policy issues. The Representation Equality Act would reform the State Senate to provide equal representation to all regions of California.
